Despite the lack of consensus, graduate student stipend levels should be assessed on a regular basis to ensure fair compensation and sustainability. “EMM should be a deliberate strategy for organizations and their people to substantially benefit from increasing workforce mobility, instead of as a source of additional risks and costs, which is more common, ” said Johnson. “In today’s enterprise, EMM serves first as a mechanism for managing risk, but it should be a strategy for seizing opportunity. Mobile expense management is designed to help organizations control costs and keep tabs on mobile communications expenses. MEM services provide enterprises with insights into device and service usage, procurement of devices and other policies like BYOD stipends. From this research, we learned that the organizations that were best prepared for the COVID-19 crisis were already adopting a “thrive” mindset of using disruption as an opportunity to propel the organization forward. The 15% of executives who said that their organization was “very prepared” for the pandemic were 2 . 2 times more likely to pivot investments for changing business demands. The “very prepared” group was also twice as likely to use technology to transform work. The objective of enterprise risk management is to develop a holistic, portfolio view of the most significant risks to the achievement of the entity’s most important objectives. The “e” in ERM signals that ERM seeks to create a top-down, enterprise view of all the significant risks that might impact the strategic objectives of the business. In other words, ERM attempts to create a basket of all types of risks that might have an impact – both positively and negatively – on the viability of the business.
Multiple groups have identified problems and made recommendations that would improve the research enterprise while strengthening independent, investigator-initiated research, broadening the rigorous training of young scientists, and maintaining innovation. Many of these recommendations have been discussed for years, and we propose that the scientific community begins implementation of the eight recommendations on which there is broad consensus. Five reports recommended increasing compensation for postdoctoral scholars to reflect better their training and critical contributions to the research enterprise, but only one proposed a specific pay level for beginning postdocs—$50, 000.

Over the last decade or so, a number of business leaders have recognized these potential risk management shortcomings and have begun to embrace the concept of enterprise risk management as a way to strengthen their organization’s risk oversight. They have realized that waiting until the risk event occurs is too late for effectively addressing significant risks and they have proactively embraced ERM as a business process to enhance how they manage risks to the enterprise. Traditionally, organizations manage risks by placing responsibilities on business unit leaders to manage risks within their areas of responsibility. Each of these functional leaders is charged with managing risks related to their key areas of responsibility. This traditional approach to risk management is often referred to as silo or stove-pipe risk management whereby each silo leader is liable for managing risks within their silo as shown in Figure 1 below.
Nevertheless, implementing consensus recommendations 4 through 8 will likely reduce the number of trainees and shift the research enterprise toward a more balanced mix of trainees and staff scientists. Although concomitant implementation of the consensus recommendations is advisable, it must still be done with care. Any increases in costs associated with implementation should ideally be covered by increased congressional appropriations and should not be taken from research project grants, which are already significantly strained. Care should also be taken to ensure that actions such as shifting trainee support toward training grants and fellowships do not unduly harm programs at smaller or less prestigious institutions that cannot compete effectively for these grants. All of the consensus recommendations will have effects on the research enterprise and should therefore be monitored closely, with federal agencies and the scientific community jointly defining the metrics for success.
